Definition study of the Security PC for the Fiduciary Site

Need

360° study to define the Security Command Post for the Fiduciaire La Courneuve site

In 2019, a new generation of trust centre will come into operation, one of the largest in Europe. Located in the IDF (Paris-La Courneuve), it is the result of the merger of 4 branches.

  • A surface area of 31,400 m² including 19,500 m² of buildings to secure.
  • A budget of around 95 million euros.
  • A quarter of the banknotes in circulation in France will pass through it, i.e. 1 billion notes.

New problems have arisen in the management of security at this centre:

  • How do you bring together two historically separate business areas (service and trust)?
  • How can all pedestrian and TDF (Transports De Fond) flows be controlled and made safe?
  • How can we keep TDF traffic flowing (around 50 TDFs a day) while increasing the number of checkpoints?
  • How can we deal with the technological, organisational and environmental changes in the activities of PCS operators (professions undergoing change)?

Intervention

In light of these challenges, and in order to optimise and increase the reliability of the activity carried out within the PCS, HDG has carried out a study in the form of a participative approach involving all of BDF's stakeholders (Projects, operator, social partners, IT department, etc.) to analyse all of the dimensions linked to the human activity of the future PCS operators:

  • Organisational and human factors
  • Supervision HMI
  • Workspace layout

Results

HDG has formalised for the Banque de France :

  • Feedback and diagnosis of the different configurations of their existing PCSs throughout the territory
  • A 3D scan of the premises for precise measurements
  • A layout charter to guide the design of this type of space and define the structuring principles for the layout of the BDF's workspaces.
  • A diagnosis and recommendations to be implemented to make the future work organisation of the PCS La Courneuve operators more reliable.
  • A set of specifications and recommendations for a tailor-made design of the future supervision tool for operators (based on their likely future activity)
  • A tender dossier defining the layout of the future PCS (sheet of plans, 3D visuals, visit in person, BE physical environment studies, ergonomic justifications) as well as the choices made for the layout of future premises of this type.
  • Completing the project using BIM
